XX7: Checkmate on the Seventy-Fifth Move—Which Result Takes Priority?
A chess ending can satisfy two conditions at once. Use a checked mating position and FIDE's stated priority to understand the result, with Saraswati Maa's blessing.
One reader sees the move count and says “draw”. Another sees the king and says “checkmate”. Both have noticed something relevant. The answer depends on how the rule orders those facts.
For XX7 readers, this is an exercise in a specific FIDE provision: Article 9.6.2 gives checkmate precedence when the last move also completes the seventy-five-move condition.

Start with a position whose ending can be checked
White has a king on g6 and queen on f7. Black has a king on h8 and rook on a8. All other squares are empty. White is to move.
White plays Qf7–g7. The queen checks the black king diagonally on h8. The black king cannot capture her because the white king on g6 protects g7. The queen covers g8 and h7, so neither escape square is available. Black's rook cannot capture the queen or interpose on this adjacent diagonal check.
The move is therefore checkmate. It is a queen move without a capture.

Now add the record condition
For this rules exercise, suppose the complete valid record establishes that this move brings both players to seventy-five moves each without a pawn move or capture. Also suppose the game had not already ended under another rule, such as fivefold repetition.
The position alone cannot establish that history. The history is an explicit condition of the question, while the board above lets you check the final move.
Under FIDE Article 9.6.2, the checkmate takes priority. White wins; the result is not chosen according to which player mentions their preferred rule first.

Pray for an understanding of order
Saraswati Maa's discernment is sought when remembering two facts is still not enough. You also need to understand the relation the rules establish between them.
At her offering area on Ishta Mel, take darshan and offer white flowers, books, fruits, kheer and deepak together.
ॐ ऐं सरस्वत्यै नमः
Maa, accept my offering. Give me understanding to examine each condition and the order in which the rules apply. Let me read the exception as carefully as the general statement, even when the result differs from my first expectation.

To explain the answer, keep all three parts: the move is legal checkmate; the stated record reaches the seventy-five-move condition; the rule expressly gives that checkmate precedence.
Omit the history and you have not established the move-count condition. Omit the board analysis and you have not established mate. Omit the priority clause and you have left the apparent conflict unresolved.
